Major Logistics Operator

The Customer needed its SIM card sales process optimised. It was necessary to develop a system that would ensure compliance with the requirements of Russian legislation concerning automated provision of subscriber personal data to mobile network operators and optimise their work.

Key Challenges

  • Automation of processes related to selling SIM cards in offices (hereinafter referred to as the offices) of the logistics operator. The System is be used to sell SIM cards of the following major mobile network operators (MNOs):

    • VimpelCom PJSC (Beeline);
    • MegaFon PJSC (Megafon);
    • MTS PJSC (MTS);
    • T2 Mobile LLC (Tele2).
  • Implementation of a number tracking tool to control sales of SIM cards, detect anonymous subscribers and timely put products out of the network.
Solution

Implemented our solution

  1. 1. The ICL Services specialist team completed the following tasks: 

    • examination and description of business processes to be automated;
    •  development of user interfaces;
    •  development of a solution and testing.  
    The developed system uses the client—server model. The server part of the system is designed to automatically process data, upload data objects from offline offices and perform administrative functions, while the client part is a plug-in that can be utilised by users.

    When developing the system, the team took guidance from the following principles:

    • Conceptual unity principle.
    • Development (modifiability) principle.
    • Modularity principle.
    • Open principle.
    • Multy-level design principle.
    • Authorised access principle.
    • Scalability principle.
    As part of the work on the project, the MNO information system was integrated with the unified automated post office system.
  2. 2. How does the plug-in work? 

    a. The main menu of the plug-in contains information about whether is it possible to sell MNO SIM cards in a given office.

    b. When selling a SIM card, the operator scans the bar code and enters the identifier of the SIM card. The plug-in recognises the MNO name by the code and simultaneously checks for a positive remainder in the office. On the next step, a subscriber agreement window pops up. The operator fills out its fields based on the presented ID.

    c. After the operator confirms the entered personal data, the plug-in checks if the mandatory fields are filled out and prints the subscriber agreement. 

    d. As soon as the customer signs the paper copy of the subscriber agreement, the operator confirms receipt of their signature in the plug-in. Information about to SIM card is sent them to the MNO information system and the unified automated post office system. The SIM card if sold.

Results

  • The system has been realised and transferred to the Customer for commercial operation.
  • The following processes were automated: SIM card sale at the Customer's offices, Sending subscriber agreements to the MNO information system, SIM card number tracking.
  • The number of subscribers put on the system averages to up to 50,000 per month.
