The company needed to localize IT solutions used to provide services in the Russian Federation. The client used AWS and Azure public clouds to host infrastructure and applications.
Due to sanctions and business risks, as well as the requirements of Russian legislation, it became necessary to localize the IT infrastructure for the Russian division. At the same time, it was necessary to ensure the fault tolerance of the solution and the availability level of the entire solution of at least 99.95%. The ICL Services team began these tasks.
Key Challenges
- Provide assistance in providing the customer with high-quality and modern visa services to clients in the Russian Federation.
- Transfer the existing IT infrastructure from AWS\Azure to Yandex Cloud without suspending the company's business processes and downtime of information systems.
- Perform import substitution of infrastructure software for the 1C contour.
- Ensure high availability of the infrastructure and 24x7 operation from Kaliningrad to Vladivostok.
- Perform 1C migration from Microsoft Windows and MS SQL Server to Astra Linux SE and Postgres Pro in order to reduce dependence on foreign software.
Within the 4 months, ICL Services team migrated the IT infrastructure from AWS and Azure to Yandex Cloud. The infrastructure responsible for servicing businesses in Russia and the CIS was transferred to Yandex Cloud.
What’s important, the distinctive feature of the project is the deployment of a fault-tolerant infrastructure in Yandex Cloud in all three availability zones (A, B, D), ensuring the continuity of business applications.
In particular, the following was implemented:
• a fault-tolerant cluster was deployed on SQL Server in the form of two solutions: based on log shipping mode and SQL Server Always On configuration,
• a solution for backup of virtual machines and synchronization with an additional site (AWS S3) was proposed and implemented,
• the functionality of private access from VPC to Object Storage was implemented (analogous to Private Link, which at the time of the project was not available even in Preview) using ALB and access policies for the bucket,
• implemented fault-tolerant VPN connections based on NGFW Fortigate and S-Terra for SSL\IPSec tunnels,
• performed migration of 1C solution from Windows to Astra Linux SE in a cluster configuration and Postgres Pro also in a cluster configuration.

Results
- Processing of visa applications for Russian citizens is processed entirely on the infrastructure located in the Russian Federation (Yandex Cloud data centers) and corresponding to the requirements of Federal Law 152.
- During the project, more than 300 PaaS\IaaS services were deployed in Yandex Cloud (virtual machines, ALB, NLB, Object Storage, Managed Kubernetes clusters, Managed PostgreSQL, Managed MySQL, Managed MongoDB, Managed Redis, Container Registry, etc.).
- The volume of virtual machine backups is almost 150 TB.
