Development of a logistics management system for an oil and gas company

The client is one of Russia's largest oil companies operating a large-scale gas production and liquefaction project. For many years, the company has been using modern IT solutions to manage complex business processes, including passenger and cargo logistics, and places high demands on the reliability and efficiency of its information systems.
The client's core logistics system was developed by an Indian company and played a critical role in supporting logistics processes: it handled passenger check-in for helicopters, employee hotel check-in, and the organization of sea and land transportation.

However, in 2022, amid geopolitical changes, the project's foreign shareholder left the project, refusing to agree to the operator's re-registration in Russia. Subsequently, the Indian developer announced the imminent end of support for the system, refusing to transfer support to a third party.

There was a real risk of logistics processes being disrupted if the current version of the system became limited or inoperable. The client needed an urgent solution that would:

  • eliminate the risk of sudden failure of a critical system,
  • create a fully autonomous, import-independent solution,
  • ensure the continuity of logistics business processes.

Key Challenges

  • Develop a new logistics management system from scratch that would:

    • fully replicate the required functionality of the current system, ensuring a seamless transition for users and business processes,
    • significantly outperform the original version in performance and efficiency, utilizing modern architectural approaches and technologies,
    • ensure data migration from the old system while maintaining its integrity and correctness,
    • improve business processes and enhance the functionality of the architecture.
Implemented our solution

  1. The project launched in the spring of 2023 and went through several key stages. At peak periods, up to 30 ICL Services specialists worked on the project—developers, analysts, architects, testers, and DevOps engineers.

    Requirements Gathering and Prototyping

    For the first two months, the team intensively gathered requirements and held demo sessions with the client's experts. In just 10 sessions, they were able to gain a basic understanding of the system, after which a prototype was created with several reference books and one module.

    In June 2023, it became clear that the planned deadlines would not be met, and the project was temporarily suspended to review the strategy.

    Transition to Phased Planning

    In the spring of 2024, work resumed using a new approach: the entire workload was broken down into phases, delivered to the client in stages.

    The team focused on implementing successful use cases, prioritizing a working system. The SAFe methodology was applied (from the beginning of the project) with PI planning and large sprints of 2-3 months, which helped promptly identify planning deviations.

    Development and Refinement

    From spring 2024 to fall 2025, active development continued. The team successively completed development phases, addressing new requirements while maintaining focus on key functionality.

    Completion and Handover

    In spring 2026, the final phase was completed. The final version of the system, along with all necessary instructions for data migration from the source system, was handed over to the client.

    Valuable developments were created and delivered to the client, including a UI kit (a set of interface elements with corporate colors and flexible settings), which was subsequently used in other client projects, including ICL Services' project to develop an equipment integrity system.
