The client operates state-owned property, implements a unified state policy in the field of property and land relations, and manages state-owned property and land resources.
The client's main objectives:
— managing land resources,
— managing state-owned real estate (buildings, structures), vehicles, and equipment,
— managing the state share portfolio,
— managing privatization,
— licensing designated activities.
Any software used amounted to disparate automation tools for certain specific tasks, with different structures and data storage formats. Data sharing across software was neither automated nor planned for.
Data was partially duplicated across different software tools depending on the task, which increased real estate accounting costs.
There was no unified reference system or data storage that could have been kept up-to-date by unified technological means.
Key Challenges

- Improve coordination among department staff
- Enhance the efficiency and quality of managerial decision-making and, consequently, improve state-owned property operation
The project was implemented in phases. First, the ICL team surveyed the business processes, accounting systems, and the data being processed, and developed technical specifications for creating and implementing a single information system.
Next, technical design for the management system was completed.
During the detailed design phase, the team developed program modules and operational documentation for the system, followed by training users on system operation. The database was deployed on the Customer’s servers, and client software was installed on user workstations.
The project provided life cycle support for each property asset:
— creation,
— registration,
— feature changes,
— transfers between balance holders,
— removal from state ownership.
Each asset was supported with proper storage and processing of the associated documents:
— purchase and sale agreements,
— acceptance certificates,
— registration certificates,
— technical passports,
— cadastral plans.
The system underwent a pilot launch to collect feedback and address any issues, after which the system was put into permanent operation. Currently, experts continue to maintain and develop the system’s functionality.

- Transitioned from fragmented and poorly systematized accounting to centralized accounting for state-owned property in the Russian Federation constituent entity (more than 700,000 assets) under a unified methodology
- Sped up information processing, statement generation, and reporting
