Russian Digital Technologies Reshape Emergency Medical Dispatch Centers

Iskra Technologies' product – a telecommunications platform for the emergency medical services management system – handles the reception and routing of incoming calls from the public via public telecommunications networks. The SI3000 CS software switch forms the technological foundation. The company's solution, which incorporates a private mobile network (pLTE) core, enables medical professionals to exchange audio, video, and text messages over wireless networks. All information remains confidential – data is transmitted within a closed network. To provide immediate support and assist with decision-making in complex clinical cases, emergency medical teams can conduct video consultations from any location.

The solution is integrated with the Ambulance Automated Control System (ACS), developed by the ICL Group of Companies, enabling dispatchers to route calls and listen to call recordings directly from their workstations.

The Ambulance Automated Control System automates the service's main processes – from call handling and dispatch of field crews to the creation of medical records, analytics, and interaction with government information systems. The solution integrates with regional segments of the Unified State Healthcare Information System (USHIS), Compulsory Health Insurance (CHI) services, and federal healthcare information systems.

The telecommunications platform is synchronized with the System-112 – every voice call transferred from the 112 emergency service is automatically linked to the corresponding record created by the operator.
