Beeline and ICL Services Support Leningrad Region’s Transition to Domestic Software
The Leningrad Region is moving forward with a large-scale initiative to transition executive authorities to Russian software, in line with Presidential Decree No. 166. The project is being implemented by the region’s Electronic Government Operator (EGO), with VimpelCom (Beeline) as the general contractor and ICL Services as the technology partner.
The initiative includes migrating government employees' workstations to the RED OS operating system and the R7-Office software suite, ensuring the region’s critical information infrastructure is both technologically independent and resilient.
The project covers more than 2,300 automated workstations across 46 government bodies, including key committees. A comprehensive audit of current equipment, software, and peripherals was conducted, leading to the development of technical requirements and a unified standard for import-substituted workstations.
The Colibri-UEM system, developed by ICL Services, is also being deployed to streamline workplace management. This solution allows centralized OS installation and updates, software management, and compliance monitoring—essential for managing the region’s complex and distributed IT landscape.
